Hon. Col. Secretary.

I entirely agree with my Hon. Colleague the

Attorney General. There is now sufficient evidence to convict these men of taking bribes collectively as a body, but

not to bring it home to individuals. We are therefore justified in recommending any required disciplinary measures for

their removal from the Force, but not in attacking their

pensions.

It seems however very probable that further

corroborative evidence may presently be forthcoming which

will justify action against their pensions or some of them,

within the prescribed 3 years.
